I need some help because I can’t make the best decision on my own. I have a client with two domains: one in Ireland and one in the United Kingdom. The issue is that they’re identical copies- essentially duplicates. They originally had an Irish website, and someone advised them to create a duplicate for the UK, which they did. This was before I came on board, and they were working with another SEO specialist. I won’t comment on that decision.
Currently, as expected, all the search consoles indicate that 95% of the UK website is flagged as duplicate content from the Irish website, even though some hreflang tags were added. It’s essentially being treated as a duplicate across the board.
Now, the client is asking me if it’s possible to merge the Irish website into the UK website by creating a subfolder for Ireland, like /en-ie/ localize the Irish content within that subfolder.
However, I’m hesitant because, in this case, we’re talking about two English websites targeting English-speaking audiences in different regions. If this were a case of English/French or English/German websites, I’d know exactly what to do. But I’m 99.9% certain that no matter how perfectly I set up the hreflang tags or handle localization, merging the sites this way will result in massive duplication issues, and search engines will struggle to distinguish between the two.
So, my question is: what’s the best approach to handle this situation correctly?

Hreflang isn't a solution for duplication.

What CMS/platform for localization are you using?

Flagged as duplicate inside GSC 95% of pages.
.ie and .com
They are on Wordpress and I'm not using anything for now.

If it is exactly the same, then yeah it will be duplicate. What's the business need for two sites?

If you merged into the .com, what would the differentiation be with the Irish subfolder?

EXACTLY. The fear here is that if we merge .ie and .com, they will lose positions in .ie. They are top-1 in .ie, and everyone ranking for important keywords is on .ie domains. And I have a gut feeling that if I merge it to .com, they will lose .ie positions.

Just got a few questions, trying to get a picture of things :))
• How big the website is, ie how many urls?
• Is it an ecommerce site or local services?
• Is the postal address on the UK site (in the footer or contact us page) located in Ireland?
• Which of the two websites gets the most business/most traffic?

website is large and has been around since 2001 or so. It is highly authoritative and represents a legitimate business. The website can be described as educational slash service-oriented.
The site ranks extremely well in Ireland for all major keywords, while all competitors also use Irish domains (.ie). Transitioning to a .com domain would likely harm its rankings significantly.
Both websites (the Irish one and ) receive roughly the same amount of traffic. However, this is largely because the audience in Britain is larger than in Ireland.

I agree that it’s not worth the risk to change the .ie
Just wondering if there’s more you can do to differentiate the UK site eg do both sites list the Irish address in the footer/contact us page? Do they both have € instead of £ and €?

Interested to see what you end up doing and the high volume of flagged duplicate content - similar scenario I have with a client operating in Australia and New Zealand and question around whether the current one domain approach works for both markets or we need a subfolder / split site setup
